Volgens de uitgevers zelf de 'bijbel van HPV zelfbouwers' in Groot-Brittannië: 'The booklet is not a set of plans, but an encyclopædia of information to assist and inspire the potential home builder so that they can design and build a successful vehicle with the minimum of mistakes.' Ondanks de titel niet alleen handig voor wie zelf een ligfiets wil bouwen, maar ook voor wie meer over de techniek van de ligfiets wil weten. Aan de eerste uitgave uit 1985 werkte de succesvolle fietsontwerper Mike Burrows mee. In zijn boek Bicycle design meldt Burrows maar weinig over ligfietsen en verwijst hij in plaats daarvan liever naar deze BHPC-uitgave.
